1st clean the battery contacts in the camera with a Q tip with solvent applied to the swab

If that doesn't help check the batteries voltage with a volt meter
The charger may not produce enough charge or the batteries are failing to receive a full charge

E03 Take-up error
Most common in the Mini-DV models. This problem can be defective reel tables, or it can also be a defective rotary encoder. You can expect to pay intermediate to major labor for this type of repair. Parts are nominal.

The indication E-03 or E-04 is an Emergency Error Code. In the event of a malfunction the unit will shut down and display a code. This is to inform an independent JVC authorized service center which area of the camcorder to examine in order to ascertain the nature of the problem.

The E-03 or E-04 code relates to one of the tape spindles not turning. This could be the result of too much slack on the video tape. If E-03 or E-04 is displayed it may be possible to correct the problem by removing the tape slack. In order to do this follow these steps:

1) Remove power source for 1 minute.
2) Reattach power source.
3) Press "EJECT" (DO NOT PRESS POWER)
4) Repeat above steps until tape ejects.
5) Tighten and insert a new tape."

Keep in mind that the error E03 can be caused by a SLACK TAPE. Remove the tape and, using the blunt end of a pencil inserted into the sprocket, take up the slack.

    A few more tips:
    1. Don't store the camera with the tape in. Tape is wrapped around a number of spindles and the spinning head of the recording unit inside the camera. If the camera is stored (turned off for more than a few hours) with the tape inside, if there is any condensation, the tape may stick to internal camera components and cause a transport error.

    2. Don't leave the battery on the camera. It will slowly drain over time. This may not contribute to the error, but it also makes sense.

    3. Use either JVC or Panasonic brand tapes, but avoid Maxell and TDK tapes. Panasonic and JVC are not affiliated, by the way. Generally speaking Maxell and TDK are great tape brands, but in the miniaturized world of mini-dv tapes, even very tiny differences in the physical mechanisms of the tape cartridge may add up to incompatibilities or transport problems.

The battery is very likely BAD (has high internal resistance)! Can you take the battery OUT, and run with ONLY the charge cable attached? Does that make any difference in performance?

Can't charge the battery

# New batteries need to be drained by using the camcorder until the viewfinder indicates the battery is empty. Follow these steps: Once the battery has been drained, you may use the charger to recharge the battery. # Consult your manual for the amount of time the battery requires on the charger to get a full charge. # A full charge will be delivered by the charger. # Some camcorders have a Refresh feature, which will automatically drain the initial charge on the battery. This allows the battery to fully recharge.
