Normally there's a button on top of the Ipod Touch that you would need to press first for the screen to show you the message "Slide to unlock". After getting that, you can just touch the button on the screen sideways (like sliding your fingers to it) to unlock it.
However if the problem persist, you can unlock the IPod by doing the following:
1. Connect your IPod to your computer (the first one IPod sync with), and open iTunes. When you disconnect iPod from the computer, it will no longer be locked.
If you still can't unlock IPod by connecting it to the
computer that you use to manage the songs, you can restore your iPod to it's factory settings using Itunes.
Please note that this will erase all data on your iPod. Afterwards, you can add your music and data back to your iPod.
Although, after restoring the Ipod and you are still having problems with unlocking it, the problem could be with the screen of your Ipod. In which case, you would need to go to any Apple store near you or you can try contacting Apple. Phone numbers for each country varies, you can click here to check the Phone number for your country.
Hope this information helps!

Here's what you gotta do:
Hook up your device powered on to the PC
Now hold home / power until the phone turns off and keep holding for 10 seconds. If the device ever
turns on during this phase, start over and hold for less time.
Now release power and continue holding home until the PC recognizes the device (when you hear the
PC beep as if a USB device has been connected).
Once the computer recognizes the device, open iTunes and you should find the device there, then
