This is a possible hardware failure. You can try these steps:
1. Try resetting the bios to factory settings using the the jumper.(check your motherboard manual for that).
2. Remove the memory, then turn on the pc. If you do not hear any beeps, it is not a memory failure.
3. Disconnect all cables connected to the motherboard except the power cable for your motherboard.
Turn on the pc and check if there is a beep or video. If it still does not work it could be your motherboard or processor.
