Unfortunately it sounds like your panel has gone bad. If your remote control has a "format" button to change between 16:9 and 4:3 try pressing that and see if the line moves (not just flickers - actually changes position and stays until you press the button again). If your line changes position you may have a problem worth repairing, but if not you're kind of out of luck. Most panels will cost more than a brand new television. Cheers.
