The carburetor is probably not the issue. There is a spring attached to the carburetor, the tab that it is attached to will control the engine "idle"speed. Adjust it lower for the mower to run at a slower speed. You should only need a pair of long pliers to do this. I hope this helps. If you have tried this and it is still not running correctly please click on add comment to let me know what you have tried. Thank you and I hope this helps.

I also had this problem after cleaning the carb. I have adjusted the tab and the part on the motor itself with the hex head screw. It is still idling at a high rpm. Any ideas?

It could be an air leak. There is a gasket that goes behind the carburetor and one on the intake tube as it attaches to the engine. Also there is a rubber gasket that fits on the front of the carburetor, where the adapter for the air filter is bolted onto the carburetor. I've seen those give problems. If you take off the air filter adapter, check that the rubber "o" ring fits in between the holes for the bolts that hold it to the carburetor. If it does not go all the way to the bolt holes you need a new gasket ("o" ring). This could be your air leak.
If this does not fix your high idle problem, then it could be that the governor inside of the engine is not working correctly. If this is the case then I would take it somewhere where you can get it worked on. The only problem with this is that the Tecumseh engine company shut its doors three years ago and parts are getting pretty scarce. I hope this helps you.

Sounds like the engine is running too lean, not getting enough fuel under load. Needs a good carb cleaning, fuel filter. Don't know about the engine, if it has idle and high speed adjustments . May need to be adjusted.

Idle speed adjustment

You could also have an overused spring on the carb the connects to the govenor arm. Take the spring off and see how worn out it is.

Mower starts right up but will not keep running. changed the air filter, gas, oil and added carb cleaner with no effect.

Hello! The carb needs to be disassembled, cleaned, reassembled with new gaskets and then adjusted...If this is something you can do on your own rebuild kits are inexpensive...Engine will not idle because throttle plate is not moving freely due to varnish build-up...

Most carbs have the adjustment removed (EPA) but if yours still has the adjusting screws here are the seat of the pants methods:

One Screw Carb: Turn it all the way in and then back out 3-1/2 turns, start the engine and make slight turns in or out until the motor runs smooth from idle to wide open, do not get it too lean, turn in until max RPM is reached then turn out 1/8 turn and go from there.

Two Screw Carb: You adjust the one to remedy either the low or high, high is adjusted until the motor runs smoothly under load at high RPM and the low is adjusted until idle and off idle is smooth.

Engine surges after warm

If your engine has an adjustment screw on the bottom of the carb. try adjusting that at high idle first also if you have a low idle screw. If that don't clear the surging than you might have to take the carb. off and clean it. If cleaning the carb. out dose not do it you may need to put a new carb. kit in. Any questions feel free to ask.
