This is typically a bad seal and the vacuum cant build enough pressure. You can usually dampen the black rubber seal with a sponge and water before you use the machine. this solves the problem most of the time.

new rings indicates the problem
Rings only go in one way and if installed upside down

What oil is in use as some oils do not promote sealing and are too "slippery " to allow the rings to bed in on the cylinders
You didn't state your model number so I won't be able to tell you what specific parts you may need. If your guages are correct and the tank is coming up to pressure as it should but the motor doesn't shut off when the peak pressure is reached, you have a bad pressure regulator. They're easy to replace. If it's possible your guages are off and the shut-off pressure isn't being reached, the motor will continue to run as long as it has power. Reasons for not reaching peak pressure in the tank could be a leak somewhere like the pump to tank line or drain valve, a bad valve plate that isn't sealing properly or damaged piston or cylinder assembly.

Check the seal all the way around the door (s). If there is any place that is not sealing you may see a trace of moister there. Bad seal means it has to run allot to keep up. I hope it is a simple fix like this. You may need to just make sure that the unit is level ( you can use a glass of water on top for the fridge or a level if you have one) . Also you may need to replace the gasket if it is torn or warped. A gasket won't seal proper if it is at all dirty from something getting spilled on it. Make sure you feel it all the way around for stickiness or grit. I hope this helps.
Your problem is most likely because of damage to the valve plate or piston & cylinder. If one or both of these are not working properly you'll get partial pressure and the unit won't turn off because the tank never comes up to full pressure. Things to check for are damage to the reeds on the valve plate, they could be bent from overheating or broken from use or wear or damage to the piston seal which can cause damage to the cylinder. If any of these aren't sealing properly the air pressure will come up to a point where the air leaks out faster than it goes into the tank. Without your particular model number I don't know which parts to recommend but if you contact Campbell Hausfeld they'll help you get the right parts.
I have the same problem on my V2490. Will not heat to seal or create bags. So I took it apart! The heating element is only heating at the ends. Since Tilia doesn't repair or sell parts, I found a cite that carries replacement items.
