The picture has a blue glow around the screen characters ,also a yellow glow has started ??.Me thinks new TV ?.

Certainly a new TV would solve your problem but a cheaper solution would be to replace the convergence ICs for about $50.00 USD or have it done by a professional for about $150.00 USD. You did not mention the model so I can only guess that it is a crt unit and bad convergence by your description of the problem. If you want to try fixing it yourself I have a tip at
