Performance Power Tool chainsaw does not let the chain oil get to the chain the tank is full I have cleaned the chain end where the oil should come out I have blown compressed air thru the oil tank

It can be the oil pump, it but first control it unmount the chain and chainring look at the guide bar there is a little hole in it its can be clogged but if not !! .start your engine without this guide bar on it and in a short time then there must be come oil out on the place where it should near that hole , if the oil is to old it can be thick use always special chainoil and dont forget it under all circumstances to use because the guide bar not only but the tool will become to hot and will become worn in a short time.
Fill the oiltank always full .
Best is the most synthetic oil you can get because of overtime the chain will become motionless after long inactivity and then you must burn your chain links free of wood rosin.
Some oils will do their protect job better , but the natural oils not all.

I just got a ms290 stihl chainsaw off someone and he said it had been sitting for couple yearsit won't start and when pulling to start it feels kind of hard to pull what should I do

Allways before check the piston first remove as first the muffler to look at the exhaust port turn the flywheel and look if the piston that its smoot like a mirror , because if you see grooves then there is much (expensive) work to do (sometimes the case of the hard to pull ) or its only dry but be carefull by pulling also the oilpump that will not turn can made that pulling triggering heavy !!!! , but if all looks nice then the following handling will help remove the rest of chainoil if its in the machine and control first the oil pump and control that you can turn it by hand , remove also the gasoline, remove the chain and blade feel if the clutch rotates remove the sparkplug fill the cilinder with much wd40 and fill the carter with or aspen 2t or spray the carburetor with carburetor chocke cleaner let it stand for a day special controle of the fuel lines and the tank aeriation and fuel-filter after a day pull the trigger wikth the exhaust direction to the ground so the fuel surplus from carter and cilinder can lost the machine fill the tank with aspen or motomix and try to see if the primerbulb is working pull again with the muffler to the ground but give it air and after a ten times pulling reassemble the sparkplug fill also the chainoil tank wait with the chain blade and chain . set the ignition in the stop/start mode --ON and give it full chocke use no primerbulb if it gives fuel and you not shure remove the airfilter from carburetor . if it wil not work look at the compression and the blue color of the spark that must come from the sparkplug. if its a red colored spark replace sparkplug and if its still red colored the ignition coil is bad. that can the cause to do away such a saw as owner.

Does this 2stroke engine need the chainoiler reservoir(hence oil circulation and lubrication)to operate a gokart or is the gas\oil mixture enough?its easier to mount less one chainoiler reservoir

One reservoir is just for the lube of the chain.if you don't use this ,your chain will get hot and stop working the other one is for the engine to keep it lubed, you need both
