Question about Mercury Boating
You might want to decide if it is spark fuel first. Easiest way is to short squirt some starting fluid in the top carb and see if it sputters. Don't worry about oil mix as there is plenty up there from not firing. If it is just one coil not firing, (assuming it's patterned after the Mercury) exchange that coil for one on the motor that is firing. If the problem follows the coil, buy a new coil, if it stays with the top cylinder, you will need a set of triggers under the flywheel.
If you had luck with the carb, rebuild and adjust them all, getting a good link and sync job on them so they all open at the same time and all go to WOT at tne same time will make that motor fly.
