Take the carby in for overhaul and new diaphragm kit fitted
the main diaphragm is hard and not sealing on the holes so it is not pumping fuel
40: 1 or 50: 1 is alright and the gap is .020-.025"
why I say that is that stihl use an oil that mixes as 50:1 but it is suitable for the full range of ratios in the stihl range of engines
makes no difference what brand of engine , the ratio is to ensure enough oil to lubricate the bearings and cylinders

That fuel/oil mix ratio should be 32to1 or 32 ounces gasoline to 1 ounce oil. You will have to make up a new mix and probably clean the fuel system and the spark plug before it will start.

how much compression - you need a min of 90 lbs if you have that then it sounds like a carb prob
SOURCE: craftman leaf blower,not starting,fresh gas,new
How long has it been sitting with gas in it ,did you have gas stableizer in it ,if not disassemble carb and reinstall it will start right up...lou
