Most likely a dirty laser, or the drive has packed in
You can try a laser cleaning kit (a disc with cleaning solution on it)
make sure the discs arent scratched
otherwise you will need a new drive fitting, you can get them off ebay if you have skills opening the WII to fit a new drive
