DPMS (Display Power Management Signaling) is a standard developed to save energy and maximize the useful life of computer displays. By switching the horizontal and vertical sync lines on or off, a DPMS compliant video card provides the capability to place the monitor into one of four modes (Normal, Standby, Suspend, Off).
Each mode puts the display into a different powered state from fully powered up, to the Off mode. In the Off mode, only a small auxilliary circuit is running which monitors the horizontal and vertical signals to wake up the monitor.

Try going into os options mode by pressing power button on and escape repeatedly until OS options of normal or emergency! repair mode select one of them. Sudden power shut down doesn't let the desktop save the restart information properly.

When i apply power to my PC, it goes right into power save mode.

At boot up press F8 and boot in Safe Mode. Once booted then go to Start->Control Panel->Power Options. Here you will be able to set it up correctly to not go into power save mode immediately. Save and reboot - normally this time.

this is normal if you have battery save mode. right click on the desktop and check your settings for screen or go into the control panel and check your battery save modes. not real sure where it is but that should give you a start of where to look.
