Yeah sounds like its asleep or in standby or hibernation
Moving the mouse or pressing the keyboard or pressing powerboard should take it out of sleep / standby / hibernation
Other than that all i can think of is maybe the power supply is faulty due to failing capacitors
If its a really old PC this could be the case,
