After setting up pc and monitor, turn system on with only screen message saying' ADisc Error occured' "press control-alt-delete to restart" after several attempts, no restart occured. took it to 'big box' retailer to have their tech check out problem and was told that the harddrive was the problem and the total cost would be near the cost of a complete new pc, considering installation, etc.

" A DISC ERROR OCCURED" on boot is a hard drive error. cost is relative, its not particularly difficult to replace but the windows installation might be difficult without the recovery discs.

Boot error - requires control alt delete to recover

Bootconfig might be bad for windows not to start. Or could be a hard drive problem. Windows startup repair might work or you might have to reinstall the operating system. If this does not work then possible the hard drive has problems.
