Question about RTO Plumbing
The charger is controlled by an electronic controller...that would be the most likely problem and the reason for it not shutting down IF the battery is good.
My first reaction is that the battery will prove to be the problem though.

Hi, whenever a charger will not stop charging, it is usually because it is not "Seeing" the correct charged "Internal Resistance".
This can be for one of two reasons, One, the Battery is faulty, and even though it may appear to charge nevertheless there is an internal problem with the battery. Two, The charger is faulty.
How to tell, the ONLY way is by substitution, with a known good one. Either replace the Charger or Battery and see if the "Problem" follows.
Usually if the charger isn't faulty, then most times it is the battery itself, the internal resistance increases as it ages. IF a wet cell, it may respond to battery rejuvenation, potassium permanganate, Condies crystals, KNOH8 a teaspoon per cell is a great battery rejuvenater.
