Is it an LCD or CRT monitor? Sounds like a cable to me. If it's an LCD, then just change out the cable. But if it is a CRT, then it will be more difficult because it is wired directly into the back of that type of monitor.

on crt monitor adjust screen referesh mde to 75Hz

or go to windows safe mod e

You can see your monitor ranges ;
right click desktop -> properties -> settings -> monitor
You'll see Screen refresh rate here
under the that there is a box "Hide modes that this monitor cannot display" click that.
Now computer shows your monitor range in list. When you select bigger value different than list , gives error " OUT OF RANGE "

Dell P780 17" CRT Monitor(3 yrs old) issue

That sounds like a monitor issue, not a video card. Gradual fading means components within the monitor are wearing out. However, I strongly advice against attempting repairs. CRT monitors hold a strong electrical charge. People have been injured and even killed by attempting to work on them without proper tools and training. A 17" CRT monitor is too cheap to be worth the risk (you can often get them used... I got mine for $20 at Goodwill).
