Let verify first to narrow down to where the problem can be. First, make sure the MUTE function is not activated, then check the on screen sound set up menu to make sure the speakers are not set to OFF. If the setting is OK, then attach the powered PC speakers to the Audio Line out RCA jacks (Red and White) to see if you can get the sound there, if you do, then the problem can be in the power amp circuits, if you do not get the sound at RCA jacks, then the problem can be in the sound processor circuit.

Check whether th mut function is ON. If it is On, set it OFF. If you cant see any sound from its front speakers, check the speakers first. If they are OK, chech the power amplifier section on the main board for fault.

HI, I Bought Samsung TV with Model#CS21M21MA in Feb'2006, now i am facing issue with the Speakers. Servicing center people are not able to replace with new speaker. Also they are asking me to get it...

Not very likely that both speahers died at the same time, it can be the power amplifiers is bad or it is not getting the DC for the amp, or bad sound processor. Mute function is not ON right?
You can try this first:

No sound through speakers

are you using RCA outputs(the round red and white plugs)? if you are then your amp is not turning on and if you are hooking up speakers to your RCA's (low level) then you will not hear any audio the signal is to low. would need to know more about how you checked the ic power?? one could verify an output ic by hooking up an amp since the RCA audio signal is picked off just before the output. if the low level works but the speakers do not then you have a bad output. anything else an o-scope would be handy.
