install driver identifier and scan your PC for driver. driver identifier will confirm you if your card is detected by PC or not. if driver identifier cannot find any tv tuner card then unplug card after turning off PC and plug again in any other slot if any. if problem not solved.
check your card. may be any tiny components on tv tuner card circuit board broken down or burned. If everything OK card may be Faulty or your PC slot for that card may be faulty.
check your tv card driver that it installed perfectly or not. and after it check your software of tv running. that it is compatible with your tv card. if not then install your software of tv card you can get that software easly on internet.
1.If your display come during start up windows then its problem with graphic settings. 2.check moniter with another pc if its work on that pc then its your card problem.
In the case of 1 you have to go in safe mode and change the graphic setting.you have to change frequency hertz from advance setting to 60hz or 75hz which is mostly compatible with all moniters.And restart pc.you also check display driver correctly installed.

Now I'm not sure about a Medion PC mt7 for GFX cards. Check you're computer's specifications and see if it has any slots for a GFX card. There are 3 types today: PCI, AGP and PCI-Express.
Make sure you're computer has one of these slots, and check to see if you're graphics card matches the slot inside you're computer.
