The battery has failed - it is shorted so when connected it drives the voltage so low that the psu can't compensate for it and the laptop can't start.
You must replace the battery. In the mean time do not connect it back to the laptop, throw it away.

1. Turn off the netbook: Press and hold the power button until the device turns off.

To troubleshoot it, take out the battery, and press the power button for some 15 seconds, connect the battery back and try to turn it on. If it doesn't work, you might need another MB or laptop.

Once a fully charged battery is removed the computer can be used directly connected to the electricity without the battery installed. A disconnected battery needs to be reinstalled and recharged from time to time if it is stored for long periods of time, because the charge in its power cells very slowly dissipates even if is disconnected from the computer.

Please remove the Ac power supply and BATTERY. then press the power button and hold for 10-15 seconds. Then connect the ac adapter to the laptop and turn on laptop WITHOUT battery. Check whether the laptop is on. If ON , shutdown the laptop and remove the ac adapter and then instert the battery in laptop. and give the ac power supply and use it.

The most common reasons for power issues are the battery, power jack and power adapter/cord.
Power off and remove the battery. If the netbook powers on with just the adapter connected, your battery is faulty.
If you move/wiggle the power adapter at the point where it connects to the netbook, and the power goes off and on, the power jack is the problem.
The power jack is inside the netbook and either needs soldering or replacement. If a power jack problem, it should be addressed by someone knowledgeable.
If no change, the power adapter is probably faulty and needs replacement.
Remove the main battery and power supply charger adapter from the laptop, wait a few minute to get rid of any residual charge, now install the battery, power up! if no change remove battery, next plug the power supply back in, power on, if yes! the main battery is bad and needs replacement.
