I had the same problem. I tried http://www.citizenwatch.jp/support/simple_pdf/c027.pdf . Even though C022 is not mentioned, the instructions did help me with my C022.

Before doing anyhting I would suggest you try doing a full reset by pushing all four setting buttons at the same time. if that does not resolve the problem here is some further infomration to consider.
Go to the following site to determine your Movement Caliber from the markings on the back of your watch:
With the Movement Caliber you can acces your Setting Instructions here:
The Setting Instructions may also include information on battery replacement and troubleshooting.

Problem: ERR" remains displayed for a long period of time or "ERR" is displayed when using the watch on land (excluding high altitudes at 3,000 m (10,000 ft) or more above sea level) or "ERR" continues to be displayed for a long period of time after completion of diving.
Possible Cause: There is an error in the pressure sensor. ("ERR" may be displayed at high-altitude locations of 3,000 m (10,000 ft) or more above sea level.)
Corrective Action: Discontinue using the watch and contact Citizen Service Center:
