The RX 580 does not recognize that the CD disk is inserted. I have followed directions carefully, and restarted the printer. However, it still does not recognize that the disk is there, so it will not print on it!

The tray is for the DVD or CD itself, not for a label. The printer prints directly on the CD or DVD, you must use ink jet compatible blank disks, the white ones with no printing. You don't need a tray to print the label.
The Attention light is flashing red.
Solution The printer requires attention. Try the following:

there are printer that print directly on cd-dvd (printable ones). for the ones that dont print them directly there are printable cd-dvd stickers,they are on a4 paper, you print them like any paper and you remove the pre-cutted stiker and put it on your cd.
The driver is a set of "directions" which gives the hardware (in this case your printer) directions on what to do and when. You can do it one of three ways.
Plug the printer into your computer and when new hardware is recognized by your computer, depending on the operating system, it will install the drivers stored in a Windows folder currently on your computer.

Insert install CD in the CD/DVD ROM and if it doesn't open on its own, click on MY COMPUTER then CD/DVD Drive (probably D or E drive) and click on install.
Uninstalled the existing installed software of that printer in your
computer then detached the USB cable from your PC restart computer.
After restarting atached the USB cable then turn the computer. wait for
a while until it recognized the printer then insert the CD Driver to
the CD ROM then follow the instructions that pop-up to your screen.
FIRST YOU HAVE TO MAKE SURE YOU HAVE PURCHASED THE CORRECT WHIT PRINTABLE DISKS.
YOUR PRINTER WOULD HAVE CAME WITH THE NECESSARY SFTWARE CALLED CD PRINT.
OPEN THE PROGRAM AND FOLLOW THE INSTRUCTIONS TO CREATE THE IMMAGE ON THE CD/DVD.
YOU WILL BE WORKING WITH AN IMAGE OF A BLANK WHITE DISK, AND WHAT EVER YOU DO THERE WILL BE PRINTED ON YOUR REAL DISK.
YOUR CANNON PRINTER WILL HAVE AN OPENING IN FRONT WHERE YOU WILL HAVE TO INSERT THE DISK WITH THE PROVIDED TRAY ( A BLACK RECTANGLE WHICH THE CD/DVD WILL FIT ON).
FOLLOW THE INSTRUCTIONS ON THE PC AND YOU CANNOT GO WRONG
