Usually with a noise-canceling headset, it might block out most noises, and varying to the quality it might or might not work with people's voices. Normally, there is a small switch on the headset themselves to start emitting a kind of "white noise" to cancel out the outside noises. The headset might cancel out noises that YOU hear from the outside, but it doesn't guarantee that through the mic.
I don't think there is software needed to be installed. I would look a bit more to the instruction manual to see the precise specs on the headset.

The NC250s come in a semi-rigid black case with a dual airline-plug adapter, a mini-to-RCA phono plug adapter and a 4' detachable headphone cord. JVC includes one AAA battery, which should last approximately 50 hours. A simple sliding switch on the right side turns the noise reduction on along with a small red LED. Learning how to add the battery to the headphones required that I study JVC's user manual. The process involves having to remove the earpiece covering to get to the battery compartment, which isn't at all obvious.
