Is it all sources, or just analog ones? Does it change if you manipulate any knobs or switches.

Turn it off and operate every control throughout its range to wear through oxides that may have built up through non-use. The signal has to travel through every switch at some point.

I have a Protron PLTV 32' LCD and its making crackling noise out of the right speaker.

Hello
If the crakling sound is from only comes from right speaker, it will be a speaker trouble. In some speakers, the voice coil will get damaged, and if so, this kind of distortion will occur. Replace the speaker with same type and diamensions. Note the 'Ohm' [resistance] of the coil, which will be marked on the speaker. There will be markings like 4Oms 6W, 8Ohms 10W or so. Choose the correct value of these. That is the only thing should mind when choosing speaker. OK.

When I turn on my fender hot rod deluxe 40W, even before plugging in my guitar, it crakles and makes noises constantly. I've had it for over 5 years and I play it maybe 1 hour a week. Is it a tubes issue?...

This is likely either a tube issue OR one with capacitors.

You need to characterize the loudness of the noises versus the settings of the controls as part of troubleshooting...

You can try tapping each tube with a pencil to see if one in failure will reveal itself.

My computer speakers are popping and cracking.

Check connecting and Volume settings. Speakers might be blown. This happens when high volume is played and speaker tears causing a poping and crakling sound

My speakers snap, crakle, pop like Rice Krispies.

make sure the power to the TV and the receiver are not on the same ground. Move the TV power cord to another outlet, or get a power conditioner instead of a power strip.
