You can find the manual through Amazon.com here. The original remote, RCA part number 268773, is no longer available. But a search for that number turned up several sources for suitable replacements. Here's one I picked from the Google results (I have purchased remotes from these folks in the past), and here's another for good measure (a better price, but I've never done business with them)..

How are you going to find an owner's manual if you don't know what fan you have? You can't get a new transmitter without knowing what type of receiver you have.

$20 for a NEW remote is fair. There are some cheaper universal remotes from the big box stores but you then have to program it. Some of these universal remotes are tricky with combo units. A new remote would be ready to go out of the box.
Most of Toshiba's products have a manual online than can be viewed, downloaded, or printed off.
