Press and hold "1" button for 5 sec to unlock the OSD. But blinking of OSD lock is due to transistor problem on circuit board. Monitor is trying to operate one of its front panel button. Since the font panel is locked it is displaying the OSD lock message. Contact any service center to mend the circuit board.

OSD LOCK

Normally the OSD lock will only be displayed for 5 seconds.
Regardless you should be able to get rid of it by pressing holding the up arrow key for 10 seconds.
If this fails to resolve the issue try this. Disconnect power cord. Now press and hold button 1. Plug the power cord back in. You may have to press the power button while still holding button 1. The OSD lock should clear after that.
Hope this helps.
