Well go out and buy a timer that plugs in and the item plugs in to it or if you are talking hard wiring than you need a timer relay.

Have been in our home for 25 years. Paragon 4001-00 is located at top of stairs, right outside of our bedroom, and we have no idea what it controls. No lights come on automatically, either outside or...

Find the circuit breaker that operates the timer.
Turn off that breaker.
Open the timer box.
Disconnect black wire from terminal 1 screw, and put wire nut or plastic tape over end of wire.
This will stop the timer, and then you can see what the timer is used for by watching what is not working.
Is the timer connected to a water heater?
http://waterheatertimer.org/Paragon-timers-and-manuals.html#4000

If timer is connected to water heater, move black wire that was connected to terminal 1, and connect it with wire on terminal 2. This will by-pass the timer, and the water heater will be on all the time.

If you need new timer that makes less noise, then buy electronic timer.
Paragon 4001-00 is simple 120V timer, so replace with Intermatic EH10 120V electronic timer.
Amazon sells EH10:

How do I wire the timer. I have a small 110v water heater for a sink

Good choice for 120V water heater.

Black Hot wire from breaker connects to terminal 2.
Put jumper wire from terminal 2 to terminal 3.

White wire from breaker box connects to terminal 1
White wire going to water heater also connects to terminal 1

Black wire going to water heater connects to terminal 4

Our Maytag TM-1 top mount refrigerator has stopped cooling (lights are on, so there's power). What would be likely culprits? It has auto-defrost.

frost free refrigerators consists of -
1)Heater
2)Thermostat(bimetal)
3)timer

heater and bi metal are in freezer section. First check heater. Give it direct power supply. If it heats up,its OK. Then check bimetal. Immerse it in Ice. check continuity using a continuity tester. If its showing continuity its OK too.

change timer if both heater and bi metal are OK.
