It will be best to replace the power supply regulator board as card basis rather than making "Surgery" to it; which usually will make loss for both money and time. Even though you can make it right, it will cost around an amount equal to the cost of a new board; including the cost of (spare parts + service charge) More to say, most of the spare parts to it will be difficult to get from open electronic spare part market. This is true to most of the flat panel TV power supply boards; irrespective of its brand and screen size.
I know not of this specific model, but it is not uncommon for ribbon cables to become loose or dirty. It is usually pretty easy to pull a tv apart just remember where all screws and cables came from, and then reconnect them and power up before putting it back together, in case there is anything amiss. Ribbon cables can be easily rubbed clean with an eraser. or alcohol and Q-tip
Most likely - the CCFL backlight is not getting the power it needs to come on. You can verify by shining a light on the front surface of the set - if you can just make out a dim image, then that is it. On some sets, the CCFL can be seen through the vents on the rear.
