The best way is to call your carrier and get them sent to your phone automatically. To enter them manually:

Try http://192.168.0.1 - you don't enter www. in front of an IP. Check that this is actually your routers IP address by doing Start > Run. Type "cmd" without the quotes and press Ok. In the black window that pops up, type "ipconfig" without the quotes. You'll see something like this:

you will need to get these settings sent to your phone from your phone network service provider, thats the only way to fix, call your phone network and ask them you need your wap settings sent to your phone ok, they will ask you some details and away you go.
Go into wap settings in your phone and add new connection and use these settings.
