If you chopped the cable it will have blown the fuse in the plug, check/ replace the fuse in the plug, if no better re check the conections in the joining plug you have fitted, make sure there are no other chops in the cable you may have missed.
the Envision H170L Monitor uses an interface 1.0x VGA - 15 pin HD D-Sub (HD-15). The same VGA cable wildly use in different computer brands..I was wondering why you have not found a replace for that cable. It can be purchase from any computer store.
If you are planning on cutting the wires and solder it together that would be easy if you have the diagrams of the pin numbering for male VGA connector and the female VGA connector. Check first this diagrams and follow strictly the coding of the wire so that it would be successful when connecting it together.
It is also better if after you solder the wire, you will use an shrinkable tube on the connection. Cover the whole sections of interconnected wires with shrinkable tube before you use the vga cable.
there is a specific port for the vga and it has to be connected to the monitor, :) Its a blue colored one.
This is an example of SVGA. It might be an on board vga or a seperate one. Find it. There is a special cable which comes from the monitor to connect it. Please be kind enough to rate the answer :) Good Luck TC

Pull the alarm box down from under the dash (usualy cable tied)and follow all the black wires to where the joins have been made in the original loom. The original loom is color coded, cut the appropriate black wires so they can be used to join the original wires back together. If you have central locking etc also trace wires back to where the black wires have been joined to the original loom. All these joins are usualy done under the dash and usualy joined to the ignition key wires. You will need a pair of wire cutters and a roll of electrical tape.good luck and a happy new year
Try another monitor with your computer. If it works fine, try replacing the vga cable with the old monitor. If this does not work, the monitor is probably shot
