Hi this is a very common thing... Hopefully doing the procedure below should help.

Remove and reinstall all USB controllers To remove and reinstall all USB controllers, follow these steps: Click Start, click Run, type sysdm.cpl in the Open box, and then click OK. Click the Hardware tab. Click the Device Manager button. Expand Universal Serial Bus controllers. Right-click every device under the Universal Serial Bus controllers node, and then click Uninstall to remove them one at a time. Restart the computer, and then reinstall the USB controllers. Plug in the removable USB storage device, and then test to make sure that the issue is resolved.
Also to see if the device is OK or NOT. Take the device and USB cable to another PC, and plug it in and see if it is "Detected" if it is, (Load drivers too if asked do full install) and you can "See" it on that PC, all well and good, this at least means that the device is A OK. That would also mean that the "Fault" is with the "Other" PC.

if your computer came with a motherboard disc the drivers could be on it
click start control panel administrive tools ,computer management ,device manager look through all of your devices if you see a yellow question mark?or exclamation mark ! or red x
right click to reinstall drivers or

just replace the cable of the hard disk, when you plugged the external disk drive you got that windows could recognize the USB device change the cable everything should work fine again, sometimes the wires inside the cable will be damaged due to bending or stretching or placing heavy equipment upon the cable,
check the USB leads that attach to the motherboard usually red-white-green-black make sure they are securely seated and have no dust build up on them dust will cause static and a lot of unforeseen problems

Ok, you didn't say if the drive had data or not? Anyway, if it is a drive with no data etc, you will first need to Initialize, & Format the drive before use. Is there any way you can connect it up to an "Internal" or "External" SATA port, & "See" if the drive is recognized, then at least you know the drive is OK.. Also try another USB port if available. If you know it is OK, then go to device manager and Uninstall the entire USB layer, reboot, it will re-install the USB again, with default settings, it NOW may be "Seen".

HOW TO GET MY WINDOWS VISTA TO RECOGNIZE MY IPOD TOUCH 8GB?


Do you have iTunes 8?  Are you sure that there's nothing wrong with your iTouch's USB cord? Have you checked your PC's USB ports by plugging in another USB device?
