Is the laptop not booting up to Windows? or is it in a perpetual state of "logging off"? If it's the latter, you may need to do a hard shutdown... press and hold the power button until it shuts off.
Then unplug it, pull the battery out and press and hold the power button for 30 seconds, release and press again for 30 more seconds. This will remove any residual power inside the system.
Plug it back in and turn it on.
