About the only way to reset the BIOS and therefore delete the password is to remove what's called the "CMOS" battery, and then hold down the power button for about 2 minutes, then replace the battery. It's small and may be coated in plastic. You should also have the main battery detached before doing this.
If you go to the below site, you can likely find a picture tutorial for disassembly of your laptop or one close enough to it to go just far enough to get at the battery. Toshiba doesn't provide Service Manuals for disassembly.
