You probably didn't install the drivers for your sound card. On newer computers the sound card is part of the motherboard and is an 'AC97'. You will need the driver for it, which will have come with the computer or you can download it online. Go to Control Panel and click on the System applet, and then on the Hardware tab. You will see your sound card marked with a yellow triangle. Right click on it and click upgrade driver, then navigate to the place where you saved the AC97 sound driver .inf file.
Another possibility is the the drivers have been installed and the Sound Mixer part of it is set to Mute, or the mixers are set to zero. Go to Control Panel and click on the Sounds and Audio Devices applet.
