Your scanner covers conventional frequencies as well as a variety of trunking systems. Programming steps can be detailed, and they vary according to the system being worked, so it's not practical to attempt a full programming tutorial in this short response. Your best bet is to review the operating manual for the scanner, and then follow the steps for the system(s) that you want to program. Try this, press HOLD, then enter the channel you want to store the frequency, then press the FUNC and PGM button, the channel number appears, use the number key of the frequency including the decimal point, then press E to enter..you can get your frequency's at www.RadioReference.com ....hope this was helpful....

If there is no frequencies on your scanner it will lock all channels out. if all your frequencies are on one bank and you accidentally hit that bank number and turn it off it will lock out all channels. If that's the case just hit that bank no. back on and they will unlock.

You can initialize the scanner to delete all information that you've programmed into it and return it to its original factory settings. To do this:
1. Turn the scanner OFF, then turn it ON again.
2. Press and hold down the CLEAR key and insert a pointed object, such as a paperclip or the point of a pen, into the RESET opening in the back of the scanner, and press the button inside the opening.
3. Release RESET. When information reappears on the scanner's display, release the CLEAR key.
NOTE: You must release the RESET button before releasing the CLEAR key.
Also note that this procedure may not be necessary. Programming a new frequency into a channel automatically deletes the frequency previously stored in that channel.
