Check your power adapter and your battery. Turn on your laptop using your battery power not connected the power adapter or remove your battery and directly using the power adapter. If it's still the same not turning on you must go to your nearest service center to check the trouble of your laptop.
If you mean turning on, but not loading to your windows application that means your system file has been corrupted. Due to improper shutdown or hanging due to cpu overheating or system crash due to viruses. In this case you have to reformat your hard drive but before that you must back up or save your important files or data that saved on your computer.
