Quickly take the battery out.
You will need to dry the water completely from the nokia. Use a hair dryer to speed the process up, but do not heat it too much, or too closely. especially directly to the screen. Once you have dried it for about 20 mins, then let it set somewhere warm for a day or two more. You should replace the battery (they can be bought from a dollar store or 99cent store many times) or try to borrow one from somebody to see if the nokia will boot up.
I have done this to ~10 different phones, one of mine three times! I keep putting it through the washing machine in my pocket. Unfortunately it has never been the same....Probably won't be. Random reboots are common.
