From your description, it sounds like your battery is the problem. Remove it and replace it. Do not attempt to use it in your phone again.
This is usually caused from using a charger (usually a car charger) that is either defective or not made to charge your phone.

First of all remove the battery and the memory card from the phone. Use a hair dryer to warm up the battery compartment so as to warm up the set lightly. Now replace only the battery after about 15 minutes back into the phone and switch on. If the phone boots up and comes alive with the touch pad working, then reset phone to factory settings, connect your phone to PC to have a virus scan . Also now have your memory card scanned for virus, remove files and format.
If however the fault stays then you might have to contact Samsung to have the software reinstalled.
