Yes, it can be a fill valve, usually called a solenoid valve. The easiest way to determine which one it is would be to close one of the water supply valves to the washer (one of the faucets at the wall). Close it when you have a slight level already in the washer, and watch the level. If the level continues to rise, the water is coming down the opened line, and that solenoid would need to be replaced.
