Below are instructions to adjust brightness on HP laptop
Press the "Fn" key with the computer turned on and hold the key.
Press the "F7" or "F8" key on some HP laptops, which are
printed with a small sun icon on the key. The sun icon is filled on the
function key for dimming the laptop. The other key is printed with a
hollow sun icon for brightening the screen.
Press the "Fn" and left arrow keys together on some HP
laptops to turn down the brightness. The "Fn" and right arrow key will
increase brightness. Press and release the right arrow key repeatedly,
while holding down "Fn," to decrease the screen brightness slowly, or
hold the keys to darken the screen as low as the setting will go.
For HP Monitors
Press and hold the down arrow key on the front panel of the
monitor below the screen to turn down the brightness on the external
monitor to the lowest setting.
Repeatedly press the down arrow button to dim the monitor gradually.
Press the up arrow key on the monitor to increase brightness.
Down button right hand side there is a battery sign with charging click on that. Click on ADJUST SCREEN BRIGHTNESS Down you see SCREEN BRIGHTNESS (written now you can increase and decrease the brightness)

Most laptops adjust their brightness and other settings using the function key in conjunction with another key. For example, pressing and holding the function key (abbreviated as "Fn") and pressing the up or down arrow keys as shown in the picture below, increases and decreases the brightness.
Right click anywhere in the blank area of the screen then click on properties the following screen should come up then click settings tab should then see a screen similar to this
Then look for your Graphic card properties for example after clicking Graphics Properties tab the following screen should give then the opportunity to change your settings
The above are some examples taken from my aspire desktop but should help you further resolving your problem with brightness
1. Press down the Fn key at the lower left end of your Compaq Presario keyboard. Keep the button held down and tap the F7 key to decrease the screen brightness by one step.
2. Tap the F7 key again with the Fn key still depressed to further decrease the brightness by one step. Continue hitting the F7 key until you reach the minimum LCD screen brightness.
3. Hold down the Fn key and tap the F8 key to increase the Presario's LCD screen brightness by one step. Keep pressing the F8 key until you reach the maximum brightness for your screen
its because it has gone into power saving mode, you need to go into the power/battery settings and set the brightness at 100% and then choose that setting as default.
