SOURCE: Battery Packs for Powerware 9355 UPS

If you battery packs are all at 130volts DC, then all of the packs will have become dead, and the batteries are not recoverable. Your battery DC bus voltage on a Powerware 9355 20 to 40kVA rated UPS is nominal 432 volts DC - 36 batteries in series in each string at 12 volts DC per battery. If batteries go below 10.5 volts DC each, or 378 volts DC bus voltage, no amount of charging will recover these batteries. You should not be recycling the DC battery breaker, unless you felt the battery breaker was faulty. The UPS would have given you an alarm message of either battery breaker Off, Charger Failure, or Low DC Bus Voltage long before the these batteries failed.
The battery test will not proceed if the batteries are dead.

Check the connections on the batteries. One or more may be loose or corroded. Also check the fuse for the batteries. It may have blown.

Mike Decamp is clueless. That is not a answer. The UPS has large DC capacitors. These do go bad over time. The capacitors are required to maintain a good DC Buss and helps in assisting when putting the UPS in bypass and back online. You can not turn on the inverter with out precharging the capacitors. Get the part numbers of the caps and replace. Make sure UPS and batteries are off or you will get shocked.

Is the fuse in a powerware 9135 user replaceble

There are numerous fuses (rectifier, inverter, charger, battery) on the 9135 that are located internal to the unit and not readily accessible to the user. Generally a blown fuse is accompanied by another component failure which caused the fuse to blow in the first place. As a result, additional troubleshooting and testing is usually required to identify the root cause of the failure. This of course leads to soliciting the services of a technician who has access to the schematics, test equipment, and parts to initiate a repair. Without the schematics, it's like working in the dark. For complete support, please contact Eaton (Eaton bought Powerware so now it's the Eaton 9135):
