Hi - The message probably means exactly what it says. There is some technical glitch with the site. Try it again in an hour, If still no good wait another hour, etc.
If the problem is continuing tomorrow you can send an email asking what's going on. the default email for technical questions for most websites is either support@the website or webmaster@the website or both.
