It depends on exactly what you're trying to do, but generally speaking the webcam is off until a program needs to use it.
Most laptop models that come with a webcam will have some sort of webcam or video capture program in the start menu. It often is in a "HP folder" but is sometimes in its own depending on the bundled software. You can also test the camera with programs like Skype, or by going to websites that allow direct uploading from webcams such as youtube (you will need a google account).
There is also sites like http://www.testwebcam.com/ that let you test your camera, but they don't have a big reputation to uphold and in theory could save / broadcast the video feed, so use them at your own risk.
