Very interesting,
as for official recognition, I found this post from an IBM person in
the IBM support forum:

Topic:  A30 making a beeping noise (5 of 5), Read 26 times
Conf:  ThinkPad A20,A21,A22,A30
From:  JayS@IBM
Date:  Tuesday, April 02, 2002 12:10 PM

Hi,

The fix for this beeping noise is to go into Control Panel, Power
Options (Windows 2000) Power Management (Windows 98), choose the
Advanced Settings tab and disable the CPU power management.
This should stop the beeping noise without having to insert a USB
device.

Regards,

Jay

and I also found another thread from an IBM guy about some USB driver
by IBM that was supposed to fix the problem on an other model, I
wouldnt use that driver for my A31p though, no idea .., anyone?:

Please follow the steps below to ensure the high pitch noise is not a
result of an audio setting:

1.Double click on the speaker icon in the systray. The volume control
panel will
appear.
2.Click the Mute all check box of the Volume Control . This will
disable all of
the Windows generated sounds.
3.Set the system volume control knob to 0. This will disable all of
the sounds
generated by the system's speakers.

If the high pitch noise can still be heard with these settings
applied,
the noise is the result of the issue below.

Solution
A Microsoft QFE is now available that will eliminate the high pitch
noise.

Follow this link to the patch :

This "fix", i.e. disabling XP's CPU power management, worked for me.
Not sure what if anything we are loosing by doing this.

This post is much appreciated; no one I dealt with in my
2-month-IBM-customer-service-wild-goose-chase had a clue, including
the tech who mailed back my laptop with the memo, "could not reproduce
problem...".

Thanks,
Jim

Hi Tina,

I returned a Dell Latitude C600 which had a configuration similar to my new
T23.  It had the same noise as I described earlier.  This Dell model is the
sister to Dell's Inspiron 4100, which also has the same problem.  The Dell
web-based message board has lots of comments about this noise.  Several of
the posters noticed the relationship between the noise, Windows XP, and the
use of Macromedia Flash and Windows Media Player.  The Dell notebooks had an
additional problem.  The noise also occurred as the mouse pointer was moved.
In my case, mouse pointer movement caused significant noise in the Dell
Latitude.  (My T23 doesn't do this.)  Several of the Dell posters commented
that the noise went away when CPU management was disabled in Windows XP.
The noise does not come from the speakers and isn't caused by the power
supply.  But there does seem to be a relationship with Windows XP's handling
of the Intel SpeedStep technology.  I agree that turning off CPU management
isn't the best solution since it will shorten battery life.  Maybe future
upgrades to XP will address this issue.  So far, I'm not aware of any
official recognition of the problem.

I have a T23 with Windows XP Pro.  I believe there is a known issue with
some computers (not just IBM) running XP where a high pitched noise is
present when visiting some web pages incorporating Macromedia Flash.  The
noise can also be heard when running Windows Media Player.  It may have
something to do with XP's automatic adjustment of the processor speed for
certain applications.  You can try turning off this automatic feature to see
if it has an effect.

I have had an intermittant high-pitched noise from day one (T23).  IBM
online support gave me the runaround, suggesting I try every silly test they
could think of.  Finally, I mailed my T23 to support with explicit
directions for reproducing the problem.  I even told them to call and talk
to me if they didn't hear it.

It came back two days ago.  They "couldn't reproduce the problem".  They
didn't call either.

Not sure what I will do now, but for me the current problem is unacceptable.

In case anyone is interested, I have recorded the noise for all to hear:

http://home.attbi.com/~jameseq uinlan/wsb/media/23813/site100 3.wav

At this point, I don't care what the problem is, I just want it fixed or my
money back.

Hi,

thanks Eric,
this is what it looks like to me as well.
Do you have any other sources to confirm this, cause you mentioned it
is a knows issue?

I heard the same noise as described on a new A31p Thinkpad with the P4
1.70GHz CPU running XP pro.

The intermittent noise comes from the fan area I would say, it is not
always present after booting, but I noticed that it started after I
opened Internet Explorer and only after I visited a site with Flash.
When I went back to another site or closed IE, it stopped.

Once the noise continued though, even after all applications were
closed.

It does get extremely annoying, no matter how hard you try to ignore
it.

Now, I went into the Performance and Maintenance section of the
Control Panel, into Power Opions and Advanced Settings, and disabled
CPU power management. After a reboot the noise does NOT appear anymore
when visiting and sites with Flash.
I don't think this is a great solution though.

Just wanted to let others know about my situation with my T22. I removed the
hard drive and started the computer and there was no high pitched noise.
Used IBM's hard drive test utility and it found no errors. Called IBM
technical support yesterday and today received a replacement 20GB hard
drive. Backed up my old drive using Ghost over my network to my main
computer. Placed the new hard drive in the T22 and restored the Ghost image
to it. Total time to get back and running, under 15 minutes. Now my T22
doesn't have any high pitched sound that was getting very annoying.

Cheers,
Rene

Lucky you, in the UK we have to pay to ship our faulty drives back to
the Netherlands before we get replacements.

Try the following:
Take out your hard drive and boot up.

If noise is gone, that's your hard drive
If noise is not gone, it's time for a warranty repair.

Yes, a terrible noise. I don't even like using my T22 anymore because of it.
I have a mouse plugged into my USB port, and it doesn't appear to make a
difference whether the mouse is plugged in or not. It's a high-pitched whine
coming from the area where the hard drive is located.

Cheers,
Rene

It likely IS your hard drive...the noise may be an early sign of it "giving
out".  Configure your powersaving settings to turn off ur hard drive but leave
whatever else u can "on", and wait for it to shut down, and see if the noise
goes away when the HDD is powered down.  This will essentially tell u if its the
drive or not.

Or you can get a new hdd to see if the problem still exists. You can contact
IBM support, tell them you ran the DFT and got a return code of 0x72
(hardware failre) and they ship out a new drive.. make sure that you have
the recovery cds though. :)
