Clipper won't cut cleanly or easily. Lack of oil and dirty. Sometimes a hair gets caught between the blades. Lubricate and clean your Clippers regularly.

It could be the switch is shorting out or the cord is. If it doesn't cut off when you move the cord it is prob the switch.

The power screw is the correct way to adjust the problem you describe. If you have attempted to adjust it as instructed in the user manual and have not had satisfactory results, there may be a problem with the clippers.
