Restart your computer.
As soon as it starts the start-up process, keep tapping the F8 key, repeatedly.
When you see the Windows "start-up" menu, select "start in safe mode".
Does your monitor work in this low-resolution (640-by-480 or 800-by-600) mode?
If so, then you had configured Windows to a too-high resolution that the NEC did not support.
Choose 1024-by-768, and click "Apply", to test that the NEC supports this mode.
Try connecting the NEC to some other computer, to see if the NEC itself is the problem.
I had an older Sony Vaio that this monitor was hooked up to. It got a virus and I had to toss it. A friend just gave me a new tower, almost the same Sony Vaio & Operating sytem, and I hooked everything up. The computer itself seems to be working fine but the monitor is the issue. Everything starts up fine but 5 or so minutes after be booted, the screen flashes black a few times and then the montior goes off with a message "Going to Sleep,No Signal". I tried what you suggested but everything is too big and I get an error message from the monitor that says to change the resolution back to 1280X1080 (something like that).
I was wondering if I need to hook the computer up to the internet and do a WIndows Update (prob hasn't been done since 2006) or maybe install an updated driver for the NEC???
Not very computer literate so I'm trying my best :-(

My guess is that the video-card in the computer is "flaky", possibly overheating, and thus ceasing to send any signal to the monitor. If you restart the computer, does the monitor immediately start to work again? If so, then that too is an indication that the video-card is "intermittent", Replace the video-card.
