Unscrew all screws on back (9) and bottom (4), noting which go where (all the ones on the back are the same, the ones on the bottom are different). Use fine screwdriver to pry off front, remove bottom. Remove screws on bracket at top of oscillator screen and fan.Remove screws at bottom of oscillator screen. Lift off oscillator and lift fan upwards after loosening small screw that holds it to motor shaft. You can vacuum/brush/wash oscillator screen and fan with hot soapy water, vacuum and wipe back casing and around motor, let parts air dry and reassemble in reverse order.
When you turn the bottom oven on, does the fan start to run in the oven? Do the oven lights come on? Does the main cooling fan switch on? Does the oven control knob illuminate? Does the thermostat neon illuminate?
As a guide, the power/control for the bottom oven is via the main switch on the front panel. Power then goes from the switch through the thermostat to the the oven/element/fan. The lights go direct from the switch.

It sounds like the fan in the freezer is not working , letting the cold air sink , and going into the refrig section from the bottom . Replaceing just the main control board may get the fan going again , however , replaceing both ( possible shorted fan motor will cause the new board to malfunction again ) would be the better suggestion .
Sounds like the circulating fan is either gone or is going bad. This problem is hard to diagnose because sometimes the fan will run but not fast enough to circulate the air through the freezer and refrigerator. I would have your repairman look at this or if you have the know how then you can order the fan and replace it yourself.
I have one of these. It sounds like you have it on breeze (the 3 wavy lines on the remote) Push that button, then push the run button(first button on the right bottom) for it to run normally. The circle with the blades in the middle(left button on bottom row) will turn the fan from low (1) to (3) high. The icons are the same on the remote and the fan itself. Hope this helps.
