If you are sure that both cords are good (use another phone to test), make sure the Speaker button light is off. If both lines stay lit up when the phone is on the hook, your phones has problems. Can't help you there.

I would like to add a fax machine to my unused 2nd line. What is the proper way to hook it up so it does not interfer with my regular phone line #1? Please advise

Your jack probably only has one line installed on it, therefore you only get one line. Have you checked to see if the jack has more than one line installed?
