What I have read about this is that Vista has so much start up and running programs that if everything runs at once, you will see this.
Too Many Open Programs

  • While virus and spyware programs are the most common culprit of high CPU utilization, users with older computers or processor-intensive software may simply max out the machine's resources by overloading the processor. When newer operating systems--which may have numerous patches and enormous kernels--combine with data-intensive software like Computer Aided Design (CAD) or video editing programs, the computer's processor usage may spike to 100 percent as the machine struggles to keep up with the software and operating system demands. To resolve this issue may require upgrading to a more powerful computer, though a full virus and spyware scan should be conducted first to rule out any malicious software problems.

MY CPU is using 90 to 100% most of the time

This post is a little confusing. The CPU running at 90 - 100% directly conflicts with Idle being 38 or 49 %. CPU usage + System idle process should equal 100%. Here is an explanation.
What is the System Idle Process and why is it using most of the CPU Ask Leo
The host process can runs many things at once and may or may not be a problem depending on what is running.
host process for windows service consuming data continuously
Since the CPU usage and the System idle seem to be in conflict, I suspect some hidden process may be running. Do a full scan with your antivirus and then run these.

My Intel D945PVS motherboard has become very slow. I tried to add memory (4g) but no help. I think it could be the motherboard or cpu. I see the cpu running at 100% a lot of time. Can you help.

I will suggest to see running processes. It will show you what processes are running and which uses more memory (also cpu usage). It might be some virus or unwanted program.

Dell Dimension L733R Windows Explorer hang

Hi, yes XP does have system restore, which you can access through safe mode, pressing the ESC key during bootup will get you there. I would not uninstall IE8, but disable by using Firefox which is a much safer browser for XP, you can down load this for free.
Hope this helps

Missing motherboard interupt. CPU running 100%

Most likely you've got a virus or spyware hogging up CPU cycles. Get a good anti-virus/anti-spyware program like Norton/Symantec or Kaspersky and do a full system scan to eliminate viruses and spyware.

IE8 can't install because required updates are older than ones...

This problem is caused by the Multicore Processor support. Enter the system BIOS and dissable the multicore option. Restart the system and load IE8. Shut down and go back into the BIOS. Then reenable the multicore CPU option and restart. Remenver to save options at the end of each BIOS setup.

Power on, will not post

You have to get that fan working. Without a fan the computer will over heat in about 1-2 seconds depending on power of CPU. I've read a lot of problems today in IE8. A lot of people have had to uninstall it and download IE7 again

Internet Explorer 8 vs. Norton Protection Center

Symantec/Norton has actually done a very good thing. You can update to Norton NIS2008 for FREE.
It solves the phishing problem and is a greatly improved product. CCSVCHOST.EXE does not run continuously and there is a resource meter to show what CPU usage Norton is taking. Scans are faster and web page loading is instantaneous.
