This simply means that the second sim has a pin code lock on it. You did not know the code, and must have guessed a wrong code more than 3 times. Now the sim is locked and requesting for a PUK code. Note of warning, dont guess this PUK code, because if you do and enter a wrong code up to 10 times, your line would be permanently blocked, and we dont want that. Check the starter pack the came with your Docombo sim, you would see your puk come printed on it. Enter this code. It you cant find the starter pack, call the customer service agents, and tell them the problem. They should help you.

If your PUK has been blocked simply because you put in a wrong PUK number, then the best and only solution is to go to your network service provider to unlock or unblock your sim card. simply go to their office or call their customer care for assistance, and I believe that if you are able to answer some questions in which they will ask you for security reason, then they will unlock or unblock your SIM back.
if your phone is asking for the PUK code then this is the code for the sim card if it lets you enter a code then all you need to do is contact your service provider and give ask them for the PUK code, they will give you this for free over the phone.
if how ever you have entered the PUK code wrong a certain amount of times then this will block the sim card and it will mean that this sim card can no longer be used, so if your phone is asking for the PUK code then call your service provider and ask them for the code, this will then allow you to use that sim card.
if the PUK code is blocked and can no longer be used then your only other option would be to get another sim card for the phone that is for the network your phone can use if the sim card thats asking for the PUK code is say from vodafone then you need to get another vodafone sim card that is unless you phone has been duel banded and can use any network.
when you get a new sim card you should get the PUK code for that sim card so if you do go for a new sim card then keep this number handy in case you ever need the PUK code again.
The PUK code is assigned to every single sim cad made and every single sim card has its own unique code that can only be found through your service provider so if they give you the PUK code for the sim card thats asking then remember this code will only work with that sim card and no other.
from what i can remember you get 10 chances of getting the PUK right before the sim card gets locked and once the seim card is locked it can never be unlocked so its not wort trying to guess the code as its a random 8 or 11 digit number so guessing the correct code would be harder than winning the lottery.
