I bought a 2nd hand LG KU990i Viewty phone. Battery ran down & when I restarted it it says : Enter pin no. I lost those 3 tries & now it asks me for the PUK no. The phone was locked on 3 network....

Your Network service provide can give you PUK code as it is for the SIM.
Call your service provider (3 network) and give them SIM number printed at the back of the SIM card and they will provide you PUK code.

Well i bought a mob of my mate and i can put my sim card in it ? it keeps saying insert sim

Two options :
1) the phone is locked to certain network (eg lock to Vodafone ) and you have Orange SIM. - Need to be unlocked.
2) The phone is blacklisted (reported stolen/lost) - is useless.
